As for the levels, it is still somewhat of a challenge, right? Ten levels may seem like a lot, but a gym leader has perfected the art of raising their Pokemon in that setting. A good example of what I mean is if you compare Nero's Pokemon to my own. I may have some higher level Pokemon, but they have been trained to be that way through softer means. Defense and breeding is my specialty, but Nero's own team is a powerful offense that leaves devastation in it's path. I might have one that's a higher level, but he holds his Pokemon to different expectations, so they could easily defeat my best.
